Cardinal Clinical Consulting is led by Dr. Joshua C. Fulwiler, a clinical psychologist specializing in development and neurodiversity. Our clinic was founded to meet the critical need for high-quality mental health assessment services in North Mississippi. In addition to diagnostic assessments, our clinic offers individual therapy, consultations, and trainings.
Our mission is driven by a commitment to public health needs. Although awareness and legislative funding for mental health needs have grown, access to timely diagnostic services remains a significant barrier. This is particularly true for conditions like Autism Spectrum Disorder (ASD), for which specialty services and therapies often require a formal diagnosis. The Mississippi Autism Advisory Committee's 2017 report noted that “many young children in Mississippi have difficulty gaining access to early intervention services due to delays in diagnosis.”
Founded in direct response to the need for these services, Dr. Fulwiler provides specialized psychological and developmental assessments, including comprehensive ASD evaluations. We also offer targeted testing in areas such as ADHD, learning differences, and behavioral and emotional concerns. Every evaluation is grounded in rigorous, scientifically-informed methods and tailored to the individual, with specific recommendations and resources to guide treatment planning.
Since opening in 2018, Dr. Fulwiler has served over 1500 patients, ranging in age from 18 months to 65+ years. His commitment to high-quality psychological care was recently recognized as he was the recipient of the Mississippi Psychological Association’s Distinguished Practitioner Award. At Cardinal, he brings his passion to deliver guidance, support, and clarity to those in need, providing a service that can be a meaningful and critical first step for ongoing care.

Joshua C. Fulwiler, Ph.D.
Originally from New Orleans, Louisiana, Dr. Fulwiler first arrived in Mississippi in 2009 to attend graduate school at Ole Miss. He completed his Ph.D. in clinical psychology, then returned to his hometown of New Orleans for his residency in pediatric psychology. After a postdoctoral fellowship at the Tulane Center for Autism and Related Disorders, Dr. Fulwiler returned to North Mississippi and now resides in Oxford with his wife.
