Cardinal Clinical Consulting (CCC) formed to provide a resource for individuals and families in the North Mississippi area. Located in Tupelo, Mississippi, CCC is owned and operated by Dr. Joshua C. Fulwiler. A clinical psychologist in the Lee County area with a focus on child and adolescent development, Dr. Fulwiler is committed to providing comprehensive diagnostic assessment services to the community.
The Misssissippi Autism Advisory Committee released a report to the state legislature that identified Autism Spectrum Disorder (ASD) as a public health crisis. Rates of diagnosis have increased from 1 in 150 (in 2002) to the current estimate of 1 in 68 children. The Mississippi state legislature has responded by increasing funding for services related to ASD and other pervasive developmental disabilities. However, despite this increased awareness and the mobilization of resources, there are remarkably few providers who provide assessment/testing services for ASD. The Mississippi Autism Advisory Committee's latest report (2017) found that "many young children in Mississippi have difficulty gaining access to early intervention services due to delays in diagnosis."
Dr. Fulwiler founded his clinic with a goal to address this problem, along with the other mental health needs of the North Mississippi community. Serving the 250,000+ residents of North Mississippi, this clinic provides individual evaluations and assessments. These evaluations may be comprehensive (i.e., encompassing multiple domains of psychological functioning, as our ASD assessment does) or specific (i.e., focused on one particular domain, such as IQ or attention/ADHD). By providing a high-quality, rigorously scientific, and specialized service, we hope to fill this need for clinical assessment in general, as well as to address the current state-wide call to action with respect to ASD services in particular.

Joshua C. Fulwiler, Ph.D.
Originally from New Orleans, Louisiana, Dr. Fulwiler first arrived in Mississippi in 2009 to start his graduate education at the University of Mississippi. He completed his Ph.D. in clinical psychology, then returned to his hometown of New Orleans for his residency in pediatric psychology. After a postdoctoral fellowship at the Tulane Center for Autism and Related Disorders, Dr. Fulwiler has returned to North Mississippi and now resides in Oxford with his wife.

Anna was born and raised in Tupelo, MS. She completed her undergraduate studies in psychology at The University of Mississippi before going on to study clinical psychology at Mississippi State University where she earned a Master of Science. Afterward, she acquired clinical experiences at the inpatient and outpatient levels of care, including evaluating intellectually and developmentally disabled individuals. Anna later returned to The University of Mississippi to study clinical mental health counseling and earned a Master of Education. She is a Licensed Professional Counselor and a National Certified Counselor. She currently resides in Tupelo, MS.

Misty Farley
Misty is a native of Mantachie, MS. She is the proud mom of her daughter, Addy, and her son, Ty. She attended Itawamba Community College and obtained her business and office certificate in Business & Office Administration in 2003. Since then, she has held administrative positions in various business settings but found her passion working in the medical field. She joined Cardinal Clinical Consulting in 2020 and serves as the office manager and administrative assistant. With her experience working in different offices, she has found joy working for a doctor who cares so much not only for his patients, but also his employees and their needs. She would like to thank everyone that chooses and trusts our clinic with their mental health needs!
